MOHRE Reminds Companies to Meet Emiratisation Targets by End of 2024

The Ministry of Human Resources and Emiratisation (MoHRE) has renewed its call for private-sector companies to meet their 2024 Emiratisation targets by the end of December 2024. The Ministry emphasizes that compliant establishments stand to benefit from a set of privileges, while non-compliance will result in financial penalties starting from 1st January 2025.

In its recent press statement, the Ministry confirms it plans to monitor compliance with Emiratisation requirements among targeted companies, and to maintain the success achieved in the employment of UAE nationals in the private sector, where more than 117,000 Emiratis are now working across 22,000 private-sector companies.

It also reiterated its commitment to providing support in helping companies to meet their targets and to further enhancing the private sector’s important role in increasing the number of Emirati professionals in the labour market.

MoHRE encouraged companies to make use of the Nafis platform to connect with Emirati job seekers, and urged them to register their Emirati employees in pension, retirement, and social security systems. It added that compliant companies stand to benefit from a range of incentives provided by the Emiratisation Partners Club, which offers discounts of up to 80% on Ministry fees, as well as giving priority in government procurement opportunities.

What Organizations are Affected?

Emiratisation policies apply to the following groups of private sector companies:

Companies with 50 or more employees

Establishments with 50 or more employees are required to ensure a 2% increase in the number of Emiratis in skilled positions by the end of the year. This effectively means companies are required to have at least 6% of their skilled positions filled by Emiratis.

Non-compliant establishments will face a financial penalty of AED96,000 for each unfilled position.

Companies with 20 to 49 employees in Specific Market Sectors

A select group of establishments employing 20 to 49 workers across 14 specified economic activities are also covered by Emiratisation policies, requiring them to employ at least one Emirati and retain any Emiratis employed prior to 1 January 2024.

Non-compliant establishments in this category will also face a financial penalty of AED96,000 for each unfilled position.
