This helps companies hire fast in new countries without setting up a local office, saving time, money, and reducing legal risks.

An Employer of Record in Saudi Arabia is a local partner that officially employs workers on behalf of a foreign company. It manages legal employment duties such as contract issuance, payroll processing, tax registration, and adherence to Saudi labor laws, allowing businesses to operate in the country without setting up a legal entity.
EOR services are essential when a company wants to hire internationally without forming a local branch. They simplify global employment by taking over legal hiring responsibilities, ensuring compliance with country-specific rules, and accelerating workforce deployment—especially in regions with complex regulations like Saudi Arabia.
The key difference lies in accountability: an EOR becomes the legal employer of the staff and handles compliance, while an HRO supports the internal HR department by outsourcing non-core HR tasks like benefits administration or recruitment, without assuming any legal employment responsibilities.
Foreign workers are permitted to work in Saudi Arabia only if they are sponsored by a licensed Saudi employer. The employer must secure a work permit and Iqama (residency) for the employee, and employment is strictly limited to the job role and conditions specified in the permit.
Saudi employment laws are governed by the Labour Law and include mandatory written contracts, maximum weekly working hours, Saudization quotas for hiring nationals, and statutory leave entitlements. Employers must also comply with end-of-service benefits and abide by termination and notice period regulations.
Payroll in Saudi Arabia must follow the Wage Protection System and be processed through approved platforms like Mudad. Employers must pay salaries monthly, register employees with GOSI, and comply with contribution rates. There’s no personal income tax, but overtime pay and end-of-service gratuity are mandatory.
